A scuffle at Blythe City Hall led to the arrest of a city councilman Friday.

Noel Cartagena, 70, of Church Street, was charged with simple battery after an incident at city hall around 9:40 a.m.

  1. I have known Noel Cartagena for many years. We worked together. Knowing him as I do, I’m sure there is a lot more to this event than is being reported. I ALWAYS found Noel to be a good-spirited and honest man; never a bully.
