Columbia County Planning Commission to discuss bed and breakfast

A new bed and breakfast in Evans might be over the horizon, according to a conditional use request recently submitted to Columbia County’s planning department.

Adam Kotter of Gracewood Farms submitted the request on May 19, seeking the use for a six-acre parcel he owns at 635 River Pines Drive.

The parcel is part of a 14-acre tract, zoned R-1 residential, at the end of Mullikin Road, formerly the site of the River Pines subdivision development, a project that was never completed.

Kotter, who acquired the parcel last month, is currently developing the Timber Creek neighborhood, the plan for which was approved by the county last year, on 50 of his 115 acres along Mullikin Road.

“While it would be more profitable for me to add all of the River Pines land to the adjacent Timber Creek neighborhood, I prefer that land stay as greenspace,” said Kotter in the narrative accompanying the request, stating his intention to rebuild the family home already on the property.

Kotter plans to relocate the existing home site some by 50 feet and convert it into a bed and breakfast, with six rentable guest bedrooms for “intimate retreats, quiet honeymoons and anniversaries,” and one non-rentable suite, owner-operated, with family both residing and serving as hosts.

The plan also entails removing four lots and putting the land under a federal conservation easement.

Edgar Hughston Builders is requesting a variance to accommodate the fifth phase of the Four Oaks subdivision in Evans. The conceptual plan consists of 16 single-family lots off an extension of Stablebridge Way, which is to become the right of way to access the main body of land for the development.

Hughston Homes is asking the county to waive the 30-foot buffer requirement for the first roughly 475 feet of the extension Stablebridge Way for the right-of-way to be constructed, claiming the site is not wide enough.

Both items are on the agenda for consideration at the Columbia County Planning Commission’s June 15 meeting.
