Augusta Deputy Administrator Could be Headed Upstate for City Manager Position

Jarvis Sims is one of two finalists for the city manager position in Forest Park, Ga., an Atlanta suburb.

Sims took over as interim deputy administrator when Augusta native Janice Allen Jackson resigned in April 2019. Odie Donald was brought in as the new administrator in October 2020, leading to Sims’ return to a deputy administrator of Operations role.

Sims has a master’s in business administration (concentration in international business), a bachelor’s in criminal justice, and a digital transformation in government certificate from Harvard University, per his bio on the Forest Park City Council website.

Sims formerly served as a project management analyst and public safety administrator, both in the city of East Point, only seven miles away from Forest Park.

Sims’ competition is Dr. Marc-Antonie Cooper, deputy city manager in Deltona, Fla. Cooper has a doctorate in business administration, master’s in public administration, and bachelor’s in business administration, as well as an executive leadership certification from Cornell, per the Forest Park City Council website.

Cooper has worked as chief customer officer/chief operating officer with the city of Detroit, director of operations, office of customer and business services with the city of Atlanta, and cirector of operations with the state of Georgia’s state health benefits plan.

The population of Forest Park is about 20,000 and is located nine miles south of Atlanta. The job description provided by Forest Park City Hall lists the salary as somewhere between $91,000 and $154,000 per year.
