Columbia County Board of Commissioners approves rezoning for archery range

The Columbia County Board of Commissioner approved a rezoning with conditions for an outdoor target archery range on Bill Dorn Road during the meeting on June 4. 

The request, which was to rezone the property from R-A (Residential Agriculture) to S-1 (Special), was originally postponed from the May 21 meeting so commissioners could get a legal opinion on whether the rezoning was needed if the coaching was free. Deputy County Manager Matt Schlachter said that based on the county code, it was determined the rezoning was needed due to it becoming an outdoor recreation facility.

The five conditions attached to the approval were:

  • Targets will not be placed within 50 feet of property lines.
  • Targets will not be oriented towards adjacent properties, whether developed or undeveloped, unless the targets are at least 75 feet from the property line. In all other cases, shooting lanes must parallel the property lines or be oriented towards the interior of the site.
  • A solid fence with a minimum height of eight feet shall be installed along the eastern property line parallel to the proposed target range location. The fence must be continuous for the entirety of the range from the shooting line to a point 75 yards from the shooting line. No targets shall be located on this range in areas not parallel to the fence. The remainder of the east property line shall have a natural buffer as proposed by the applicant.
  • The privacy fence in condition three and the proposed natural buffer must be installed prior to the range being reopened.
  • The ranges will be utilized only during daylight hours and no artificial lighting on the site is allowed.

Commissioners also approved the first reading of a resolution to amend the fee schedule for the Columbia County Performing Arts Center. Deputy County Manager Glenn Kennedy said that the fees have not been raised since the PAC opened and the new fees are in line with similar facilities.

Commissioners approved having staff continue looking into the installation of a mini-roundabout at the intersection of Riverwood Parkway and General Wood Parkway. Schlachter said the staff has engaged a company to help them look into it and see what the best course of action is.
