Columbia County Management and Internal Services Committee to discuss India Day proclamation

The Columbia County Management and Internal Services Committee will discuss a proclamation to recognize India Day on Aug. 26.

The Indo-American Cultural Association is organizing a celebration of the 77th Indian Independence Day to be held on Aug. 26, 2023 at the Columbia County Performing Arts Center,” according to the agenda document. “This celebration will display Indian culture and promote a spirit of unity within diversity in our community.”

The staff is recommending approval of the proclamation. 

The MIS Committee will also discuss appointments to the Public Facilities Authority Board. According to the agenda document, Gov. Brian Kemp signed a bill to create the Columbia County Public Facilities Authority. 

“The authority will have the ability to acquire, construct, equip, maintain and operate certain projects, including buildings and facilities for use by Columbia County, the Columbia County School District and any municipality,” according to the document. “The authority will consist of five members with no more than three being on the board of commissioners or employees of Columbia County.”

The recommendation of the board members is Gary Richardson, District 1, Scott Johnson, District 2, Connie Melear, District 3, Andy Finch, District 4, and one more person to be determined. The terms for Melear, Finch and the TBD person will run through Dec. 31, 2026, while the terms for Richardson and Johnson will run through Dec. 31, 2024. 

The staff is recommending approval of those appointments.

The Columbia County Development and Planning Services Committee will discuss an agreement with Atlanta Gas Light for the Justice Center gas line approval. 

“This contract is for the installation of a new 1 1⁄4” steel service and new gas rotary meter at the Justice Center,” according to the agenda document. “This is a no-cost contract. This portion of work is required for the renovation and additions to the Justice Center project. 

Staff is recommending approval of the agreement.

Before the committee meetings, the county will hold its second millage rate hearing at 8:30 a.m. in the auditorium of the Evans Government Center Complex. The committee meetings will take place immediately after the hearing.
