An intergovernmental agreement between Columbia County and the City of Grovetown regarding Harlem Grovetown Road is on the agenda for the Columbia County Public Works and Engineering Services Committee to discuss Tuesday, Aug. 22.

“Recent developments in unincorporated Columbia County in the vicinity of city limits along Harlem Grovetown Road has caused the need for staff and the County Attorney to refer to state law as it pertains to ownership responsibilities of public roads,” according to the agenda document. “As the city limits along Harlem Grovetown Road are not contiguous on each side of the road, the interpretation of state law has been ambiguous, necessitating the need to establish the subject IGA. Both the City and County Attorneys have reviewed and approved the IGA language. The IGA was presented to and approved by Grovetown’s City Council on Monday, July 10, 2023.”

The IGA is for 12 months, and unless terminated, it will automatically renew every 12 months until it terminates in 50 years. The staff is recommending approval.

The Columbia County Community and Emergency Services will be discussing an independent contract agreement with Bliss Products and Services, Inc. for the Shelters for Dog Park at Martinez Park.

“The dog park at Martinez Park is currently under construction. This proposed purchase includes two 18 feet hexagon shelters for the dog park (one for the larger dog side and one for the smaller dog side),” according to the agenda document.

The staff is recommending purchasing and installing the two shelters for a total of $122,715.37.

Both committees will meet at 8:30 a.m. on Tuesday, Aug. 22 in the auditorium of the Evans Government Center.
