Contract for PAC Support Facility construction moved to full board of commissioners

The Columbia County Management and Internal Service Committee approved moving awarding the contract from RW Allen Construction for the Performing Arts Center (PAC) Support Facility to the debate agenda during Tuesday’s meeting.

“As you know this facility is located adjacent to the PAC, an event venue, it provides a lot of storage needs for the PAC,” said Steven Prather, facility services director. “The project was designed alongside Community Services and the manager at the PAC to make sure his needs are fulfilled. When we constructed the PAC, within the first year we were short on storage. This facility kills two birds with one stone.”

There were eight bids, and RW Allen came in at the lowest at $9.7 million. Prather said construction will be complete within 425 days.

District 1 Commissioner Connie Melear asked that the item be moved to the debate agenda so the full board of commissioners can vote on it. She also said she will need to abstain from the vote due to her working at RW Allen Construction.

The MIS Committee approved appointing Russell Wilder to the Columbia County Planning Commission to fill the unexpired term of Jim Steed, County Manager Scott Johnson said. Steed resigned so he can run for the Columbia County Board of Commissioners District 2 seat, which will become vacant with the resignation of Trey Allen

Two alcoholic beverage license applications were moved to the debate agenda to allow for the full Board of Commissioners to discuss. 

The first is the alcoholic beverage license for MSM 100 dba Appling Liquor & Wine to sell beer, wine, and distilled spirits for off premise consumption from 710 Point Bluff Parkway Suite 4. The commissioners have received some emails of opposition, so the item was moved to debate.

The alcoholic beverage license for Vault 221 LLC to sell beer, wine and distilled spirits for on premise consumption for 1835 Appling Harlem Road was also moved to debate. Melear made the request because they have received emails with concerns about the alcoholic beverage license applications, and she wants to make sure she understands which compliant is for which application.

Also moved to debate was a conditional license and encroachment and maintenance agreement with Pinnacle Bank for landscaping. This was moved to debate so the full Board of Commissioners could vote on it due to Melear stating she would need to recuse herself because she is on the board of directors for the bank. 

The next Columbia County Board of Commissioners meeting is Tuesday, Aug. 19 at 6 p.m. in the auditorium at the Evans Government Center Complex.
