Developer applies to rezone 300 acres at Horizon South Parkway for major planned development

The Southeastern Real Estate Group is looking to develop more than 300 acres along the I-20 corridor in Grovetown.

Last week the developer submitted to Columbia County Planning a request to rezone a 337-acre parcel at Horizon South Parkway from Residential Agricultural to Planned Unit Development.

The project, called Branch Springs, a proposed major industrial, commercial and residential development touted in the accompanying narrative document as having “already been envisioned by the Columbia County 2035 Vision Plan as an Activity Center/Employment Center.”

The subdivision’s concept plan currently demonstrates more than 500 single-family units, and the narrative states that the total residential density is designed for no more than 720 units.

The 240-acre residential section of the development is to consist of three “districts.” One suburban-style district is to have larger homes, at about 10,000 or more square feet each, at up to three units per acre; another, a more village-like area, with homes starting at 6,000 square feet. Yet another, smaller district will have single-family townhomes starting at about 2,100 square feet.

About 36 acres of the property will be devoted to commercial development, brick and stucco storefronts with a minimum lot size of 20,000 square feet.

The industrial section of the planned development is designed to have 10 acres designated for light industrial and 30 for heavy industrial.

The narrative for the project anticipates the six-phase development taking seven to 10 years to complete, with construction on the residential village district, with 6,000-square foot lots, starting in June of next year.

“The connection of Gateway Boulevard and Horizon South Parkway to Chamblin Road will complete long-standing and much-needed regional plans for traffic management, economic development, job creation, housing, recreation, and quality of life,” said the narrative document.

The local development portfolio of the Augusta-based Southeastern group  is expansive, and includes Grand Oaks and Crane Creek Apartments in Augusta; the Village at Hereford Farm in Grovetown; and Evans Town Park.

Southeastern’s rezoning request is scheduled for its hearing with the Planning Commission on Dec. 1, followed by the Columbia County Board of Commissioners on Dec. 20.
