Grovetown approves two deeds of dedication at October city council meeting

The Grovetown City Council, during its October meeting Tuesday night, approved two deeds of dedication to the city. One is between Grovetown and Horizon West Business Park LLC for what will be the city’s new industrial park, at the outskirts of the Brighton Landing development, in the amount of $331,563.

The second one will be between the city and the Marshall Mills Homeowners Association for water and sewer easements, along with the systems that have been installed, at a value of approximately $207,300.

Although Marshall Mills has not been annexed by Grovetown, the city agreed to provide the subdivision with water and sewer, explained Financial Director Bradley Smith.

“When they were building the neighborhood directly to the west of it, they had actually already upsized that sewer system for the anticipation of future development in the area,” said Smith to the council. “So we are actually very happy with the way that that’s worked out for us. So we will be accepting the water and sewer system. But again… they will be our water and sewer customers, not residents of our city.”

While presenting his financial report, Smith noted to the council members that while the general fund and stormwater fund are below the city’s ideal 75% remaining percentage, this can be attributed to the $2.3 million remaining for the depot renovation project. A major repair at the beginning of the year accounts for the current stormwater balance, he said.

The funds for the depot will be front ended, and the budget will eventually average out, Smith continued. The city is collecting funds from the 2023 to 2028 SPLOST, as the 2017 to 2022 SPLOST monies are no longer being collected.

The city honored  Air Force Chief Master Sgt. John Frank Gaul Jr. during the meeting for its monthly recognition of Vietnam veterans. Gaul served in Vietnam starting in 1965, becoming one of the first to pilot the F-4 Phantom fighter plane.

Gaul left the Air Force in 1968, but would later enlist in the Air Force Reserves, and eventually serve in Operation Desert Shield, Desert Storm and in the Yugoslav Wars. He retired from the military in April of 2000 with a host of decorations, including the Meritorious Service Medal, the Republic of Vietnam Gallantry Cross with Device, and he Kuwait Liberation Medal.
