Grovetown Rezoning Allows Church To Resume Worship

A local church can resume its gatherings following the Grovetown City Council’s unanimous approval Monday of a rezoning request for property at 211 West Robinson Ave.

The property was originally currently zoned as a transitional residential district, which forbid any commercial use. Zachary Higgins, the owner of the property and pastor of New Creation Church of Grovetown, applied in May to have the property rezoned as a commercial corridor district with the help of city planner Jonathan Bush.

The Grovetown planning commission approved the rezoning request be added to the city council agenda in a meeting July 15. Council member Sylvia Martin moved to approve the rezoning, and the council voted in favor of the measure.

Other business at the meeting included the introduction of two new city employees. David Toulson is the new human resources director, and Ronnie Kurtz is the new director of planning and community development.

Mayor Gary Jones appointed a committee to explore the feasibility of a of a senior citizens facility, appointing Martin as the committee chair with council member Ceretta Smith assisting.

Bradley Smith, finance director, presented a request for Goodwyn Mills Cawood, an engineering firm, to perform a hydrogeology study to determine possible locations for well drilling to increase water production. Also, the company submitted a proposal to write a grant asking for some of the state fiscal recovery funds.

Smith noted that $1.2 million is set aside in current special-purpose local-option sales tax funds for such projects. The proposal for the project, which is estimated to cost about $23,000, would include a groundwater evaluation, identification of alternative funding and discerning of locations to drill water. The council approved the request.
