The residential development on the Mullikin Creek property in Evans is further underway.
On Thursday, Feb. 15, the Columbia County Planning Commission approved the latest preliminary plat for the proposed Timber Creek subdivision on a 60-acre plat, currently zoned R-1 Single-family Residential.
The plan entails building 50 single-family luxury home lots, with a minimum size of 30,000 square feet. The subdivision would be surrounded by a 25-foot buffer, some which would be replanted to grade into the area, for construction of the road and stormwater management.
The plan also includes some 13 acres of open space, including buffers, wetlands and state waters areas, as well as sidewalks and a crosswalk connecting a walking trail to the opposite side of Mullikin Road.

The proposed neighborhood has had several revisions since the Planning Commission approved the concept plans in June of 2022. The last revision got approval from the commission in April of last year.
In the summer of 2020, the Board of Commissioners voted down a request by developer Keith Blaschke to rezone the property from R-1 to R-2. Blaschke had also planned to build approximately 50 home lots there, but across roughly 30 acres with a minimum lot size of 10,000 square feet.
Adam and Lisa Kotter, the developers of the Timber Creek development, bought most of the property in 2022. In June of that year, the Kotters sought to rezone a two-acre tract on Mullikin Road to S-1 Special, to accommodate the construction of a clubhouse called Manor at Timber Creek.
Although the planning staff recommended approval for this rezoning, it was met with opposition from neighboring residents and the Board of Commissioners voted to allow the Kotters to withdraw the request without prejudice on Dec. 20, 2022.
