Letter of credit for Kiokee Creek Country Club accepted by commission

The Columbia County Board of Commissioners approved an acceptance letter of credit for Kiokee Creek Country Club during the meeting on Tuesday, April 15. 

Mark Ivey, who is the applicant, is looking to develop a 10-lot subdivision known as Kiokee Creek Country Club off Smith Oaks Drive. Since it is being proposed to make the road private, the subdivision will not require county water or sewer, said Deputy County Manager Matt Schlachter. 

“However, our code does require a letter of credit before the final plat can be approved,” Schlachter said. “That letter of credit will guarantee the road is constructed. Mr. Ivey has provided a draft of that letter of credit. We will receive the actual letter of credit and as soon as we receive that staff will sign off on it.”

Commission Chairman Doug Duncan made a comment that it is not technically a country club. According to the agenda document, Kiokee Creek Country Club Association, Inc., which is newly created, will own the road. 

Other items during the meeting

The commissioners approved a proclamation declaring May 1 at Loyalty Day and presented it to members of the VFW Post 12190.

Commissioners also approved change order No. 1 with M.B. Kahn for the UV-advanced oxidation treatment in the amount of $386,949.83 for a total of $13.185 million. This will close out the project, which eliminates odor and taste in water, said County Manager Scott Johnson. It was added that Columbia County is the first county in Georgia to do this.

Johnson added that this price includes liquidated damages due to the project not being completed on time and for work done on needed items discovered during construction.

Also approved by commissioners was the appointment of Jamie Lester to the Columbia County Planning Commission. He is filling the term left by James Van Meter when he resigned. The term is through Dec. 31, 2025.
