An estimated roll-back rate for notice of assessment for Columbia County will be discussed by the Management and Internal Service Committee on Tuesday.
According to the agenda document, the estimated roll-back rate is a concept that was created by House Bill 581 in 2024 and became law in 2025. Previously, the annual notice of assessment automatically included the millage rate for the previous year for each entity and an estimated tax liability based on that rate.
“HB 581 created the estimated roll-back rate, designed to provide local governments with more flexibility in accurately previewing that year’s millage rate to the property owner on their NOA. The estimated rollback rate is defined as “the current year’s estimated millage rate for general maintenance and operations (M&O) minus the millage equivalent of the total net assessed value added by reassessments.” The levying or recommending authority must certify this estimated rate by a formal vote and provide the rate to the county board of assessors and tax commissioner no less than 15 days prior to the postmark on the annual NOA,” according to the agenda document.

Development and Planning Services Committee
The DPS Committee has several contract amendments and renewals on the agenda for Tuesday, including, but not limited to, Otis Elevator Company for elevator services, Coastal Waste & Recycling of Georgia, LLC for refuse services and A-Com Security Company, LLC for fire and intrusion monitoring services.
Audit Committee
The Audit Committee will give updates on the Animal Services Department, SPLOST funds and Customer Service/311 Call Center.
