New subdivision proposed off Hereford Farm Road, liquor on Columbia Road among latest submissions to Columbia County Planning

Top Nock Archery in Appling has requested to rezone the property where it has operated for some eight years.

Earlier this week, the archery academy submitted an application to the Columbia County planning department to rezone four acres at 7131 Bill Dorn Road from Residential Agricultural to S-1 Special, for use as an outdoor target archery range.

The narrative document accompanying the rezoning application states that Top Nock at 7123 Bill Dorn Road, which shares a southern property line with the subject parcel at 7131, had permission from owner Virginia Adams to use her property for outdoor recreation.

In return, Top Nock proprietor Jake Martin maintained overgrowth and conserved wildlife on the property. During this time, Martin volunteered as a coach for the Columbia County 4-H archery program, using Adams’ land as a practice location.

Adams’ daughter, Stephanie Hebbard, inherited the 7131 Bill Dorn property after Adams passed away in 2019, and continued the arrangement with Top Nock, notes the narrative.

The narrative also states that the range would not be open to the public, but for use by Martin’s youth archery club, Team On-Point, and by members of the USA Archery Junior Olympic Archery Development Association (USAA JOAD), the National Field Archery Association (NFAA), the Archery Shooters Association (ASA) and the Scholastic Archery Association (S3DA).

Top Nock would use the range would be used for small and private groups of no more than six, for archery lessons and coach certifications, sanctioned by one of the aforementioned national organizations. Team On-Point would have groups of students and volunteer coaches on Tuesdays during after school hours and Sunday afternoons. Top Nock makes sure to note that no more than 50 people would be expected to be onsite at a time.

Arav & Savi LLC has requested to rezone a one-acre tract at 4730 Columbia Road from C-C Community Commercial to C-2 General Commercial.

There the developers plan to build a 12,000-square-foot liquor store — for which they have also requested a conditional use permit — alongside two buildings, 1,500 square feet each, for commercial tenant space.

The property sits near the intersection of Columbia and South Old Belair roads, and abuts the Brookwood Townhomes subdivision to the north.

The Augusta office of homebuilder D.R. Horton has requested to rezone 62 acres at 414 Calloway Road Ext., off Hereford Farm Road in Evans, from R-1 to R-2 Single-family Residential.

Submitted with the request is a plan for a new residential subdivision comprised of some 118 home lots, from 10,000 to more than 12,000 square feet. The plan shows two detention ponds and proposed new streets connected to an entrance along Calloway Road Extension.

The Columbia County Planning Commission is scheduled to consider all three items during its meeting on May 2.
