Planned unit development and church in Grovetown both seek revisions from Columbia County

The Ivy Falls development may be on its way to getting a revision at the next Columbia County Planning Commission meeting on Thursday.

The planning staff has recommended approval for a major planned unit development (PUD) revision submitted by company GVS Holdings in late December for its property at 501 Oxbow Drive.

The subject parcel comprises just over an acre, off Long Creek Falls, in the commercial portion of the 412-acre PUD. The property is part of a block of commercial space facing Columbia Road that includes the Whipped Creamery dessert shop and the Azteca Maya Mexican restaurant, in a mostly residential development.

The owners’ aim is to change from the parcel’s current approved use as a daycare facility to commercial and retail. This would entail construction of a new 10,000 square foot building for the additional commercial space, and an accompanying parking lot. There would be overflow parking provided at 701 Devika Drive.

The county approved rezoning of the Ivy Falls PUD, including the daycare use, in 1994. The staff report for the current revision request notes that the development has gone through several revisions since then.

Recent updates to the commercial section have included the allowance of a dog run for a pet groom business in 2019, a car wash facility without an automated system in 2020 and conditional use for a liquor store in the 500 building in 2023.

The revision request was postponed from the Planning Commission’s Jan. 18 meeting to allow GVS Holdings more time to revise the narrative, the staff report states.

Promise Church in Grovetown is also seeking a revision for a development. The church submitted a request to revise its Special zoning at 3432 Gordon Highway.

Amid the congregation’s growth, the church has made plans to add a modular classroom to the property, as well as remove a room attached to the church building’s south side, and add gravel parking, according to the narrative.

The planning staff report notes that the zoning at the site was revised for a church in 1990, with a site plan that included a paved parking lot, which was never installed.

Both items are scheduled for the Planning Commission’s next meeting of Thursday, Feb. 15.
