Proposed subdivisions on agenda for Augusta Commission

The Augusta Commission has several rezoning requests on the consent agenda of its meeting Tuesday, two of which are regarding proposed subdivisions.

“The case involves three tracts,” said the planning staff report document on a rezoning request by Stanley Martin Homes. The Reston, Va.-based developer petitioned for 234 acres of land, made up of parcels on 2565 Patterson Bridge Rd., 2540 Nunnery Rd. and 4506 Windsor Spring Rd., to be changed from Agricultural and R-1 single-family residential to R1E single-family residential.

Stanley Martin Homes’ plan has been to develop a subdivision called “Windsor Park,” consisting of 564 detached homes and 124 townhomes, a recreational area, walking trails, an amenity area with a swimming pool and approximately 80 acres of greenspace.

Stanley Martin submitted the concept plans for the proposed residential development in May, and the planning staff recommended approving the rezoning with conditions. Among the some 14 conditions were that a playground and a clubhouse be included, that Bath Patterson Road be improved to residential conditions and that a 10-foot planted buffer with large trees be created.

The Planning Commission approved the rezoning, but the agenda for the Augusta Commission shows that as of June 13, Stanley Martin is requesting to withdraw the petition “without prejudice,” or temporarily.

A proposed single-family townhome subdivision along Flowing Wells Road is also on the consent agenda.

In April, Charlotte, N.C.-based Kinger Homes applied to rezone a six-acre tract at 1425 Flowing Wells Rd. from agricultural and general business to R-1E one-family residential. Its plan is to build 29 single-family townhomes.

Kinger Homes included with its submission the findings of a basic traffic assessment  on Flowing Wells Road conducted on its behalf by Cranston Engineering

“Flowing Wells Road is identified as a collector and experiences a high volume of traffic,” said the planning staff report for Kinger Homes’ rezoning request. “The residential subdivision will contain one entrance along Flowing Wells Road, which may have sight distance issues due to a curve north of the proposed roadway. Deceleration/acceleration lanes may be required based on the traffic analysis assessment.”

The debate agenda includes a motion, requested by Mayor Pro Tem Bobby Williams, to approve a contract with R.D. Brown Contractors of over $8.3 million for renovating the Henry Brigham Community Center, including special purpose local option sales tax phase 7 and American Rescue Plan funding of $1.6 million.

The Augusta Commission is scheduled to meet Tuesday at 2 p.m.
