Retail development proposed for neighborhood in Martinez

Axis Real Estate Partners of Evans is aiming to build some commercial space in the Westmont neighborhood at the intersection of South Belair and Colonial roads.

Alongside their respective landowners, the firm has applied to rezone six adjacent parcels from R-2 Single-family Residential and P-1 Professional to Community Commercial: 311, 309, 307, 305 and 303 South Belair Road and 102 Colonial Road.

The addendum to the request indicates that the applicant plans to construct a “retail development” with a “possible drive-thru” on the properties. Concept plans show three proposed retail buildings, ranging from 5,000 to 7,000 square feet, some 57 parking spaces and a stormwater retention pond.

The applicants have submitted an accompanying variance request, seeking a bio-retention pond in the rear setback, reduction of the buffer required between the rear property line and the drive-thru lane and conditional use as a residential property for five years after it is rezoned.

The addendum document explains the variance request is due to the property’s narrow depth off road, and the conditional use request is to accommodate the construction of the development in phases.

The Columbia County Planning Commission is scheduled to consider the item during its Sept. 19 meeting.
