Two parcels, one undeveloped near a busy intersection in Martinez and another in Grovetown along Lewiston Road are sites for proposed boat and camper storage.
Property owner Shirley Bracewell and Deborah Powell of D Powell Properties LLC have petitioned Columbia County to rezone a 3.58-parcel at 270 Rose St., behind the Childcare Network daycare, from General Commercial (C-2) to Heavy Commercial (C-3).
According to the letter of intent and concept plans accompanying the application, Powell intends to develop a marina and RV storage facility on the property. The letter contends the project’s suitability at the site by noting its proximity to Bobby Jones Expressway and I-20 and potentially streamlined 24-7 access to the site for customers.

“This will assist in clearing the smaller residential and community roadways of unnecessary traffic as these vehicles will have access to travel on commercial and larger roadways,” the letter reads.
The document also notes that the concept plan is still being developed in concert with zoning requirements, but that the facility will make use of security fencing and natural buffers. The rezoning request is also accompanied by a variance request, seeking permission to apply gravel parking on the site to decrease runoff.
EMC Engineering Services has applied to rezone a portion of 475 Lewiston Road in Grovetown from C-2 to Light Industrial (M-1) to make way for a similar project: the construction of a self-storage building and three canopy spaces for RVs.
This request comes in tandem with a variance request to reduce buffer width between C-2 and an adjacent M-1 property from 20 to 10 feet.

Both requests are slated for the Columbia County Planning Commission’s agenda for Sept. 4, and would come roughly five months after planning commissioners voted down Meister & Marban LLC’s rezoning request to make way for a luxury marina storage facility in Appling. The Board of Commissioners approved withdrawal of that request in May.
