Joe Mullins, a former candidate for the Georgia House of Representatives District 122 and one-term Flagler County, Fla., County commissioner, has had his Augusta-area assets seized by a court appointed receiver.
Mullins was accused by his for lender of breach of contract on May 7, 2024. According to an order signed by Judge Amanda Heath on Aug. 23, six of Mullins’ remaining assets have been taken over by a receiver. Mullins was represented in the action by local attorney Randy Frails.
Mullins must turn over all of the properties and their ongoing operations to the receiver, thus preventing him from collecting rent and benefiting from the assets in any capacity, according to the court ruling.
The current assets under receivership include three small apartment buildings and three residential properties.
The receiver has full authority to sell the properties to pay off Mullins’ debts as well.






According to public records, Mullins still owns at least four remaining properties in Augusta. Those include two houses and a vacant lot all on the fourth block of Watkins Street in downtown Augusta and an office building at 2602 Commons Blvd.
Earlier in February, Mullins lost the Clara Point Apartments, formerly known as Applecross Apartments, to receivership. Those apartments sold June 14, 2024, for $4.25 million, considerably less than the $6 million Mullins owed according to public deed records.
The apartment complex had seen substantial deferred maintenance and unsafe living conditions. Mullins, however, stated in a news release on his website that all problems had been addressed.
“Even when tenants could not pay rent, The Mullins Companies continued to invest in maintenance and repairs for its tenants. Despite what some erroneously report, The Mullins Companies has property managers who are easily accessible and ready to assist tenants with any issues they are facing with their units. Every reported issue and concern has always been addressed and will continue to be addressed,” the report said.
Mullins was selected to be a Florida delegate in the 2024 Republican National Convention, which took place earlier in July, according Mullins website.
Mullins personal website states that he was “born and raised in Augusta, Ga., has spent the better part of the last two decades developing and shaping the future of Columbia County, and now he is also heavily involved in the development and bright future of Flagler County in Florida,” according to a 2023 post.
