Two Grovetown residents were charged with cruelty to children after police and code enforcement officers were called to the 100 block of Walton Drive.
On Thursday, Grovetown Police arrested Amanda Lee and Richard Williams who lived at the home with Lee’s two children, one of whom is autistic.
“Investigators discovered the residence to be uninhabitable and the occupants to be living in filth. Both human and animal feces were discovered throughout the residence including on the bed and mattress of one of the juveniles as well as on their skin and feet,” according to an email from Chief Jamey Kitchens with the Grovetown Police Department.

The residence has not had running water since late May 2022, the email continued, and “Williams stated Ms. Lee and the children had not bathed since then.”
There was no food in the house.

Both Williams and Lee said they were unemployed and relied on food stamps.
“Further investigation revealed that Mr. Williams has not been employed for 11 years,” the email said. “The Department of Family and Children’s Services were notified and responded to the scene at which time the children were turned over to their custody. Code Enforcement determined the residence to be unfit for habitation, pending required clean up and renovation of the property.”
Both Williams and Lee were charged with two counts of cruelty to children in the first degree and are being held at the Columbia County Detention Center.
